- CBA Consulting was engaged to research the labour and skill shortages in the Civil Infrastructure Industry, both from a quantitative data / statistical forecasts perspective and from an industry stakeholder perspective.
This consultation project was specifically designed to provide a strategic overview of the workforce needs and gaps within these infrastructure industries. The consultation aspects of this project were also designed to highlight those areas that warrant further exploration in order to produce robust industry training plans for the individual sectors.

The organisation engaged CBA Consulting consultants to consult with industry about the skills and training requirements of the industry in order to better meet their workforce development needs. Both quantitative and qualitative research was undertaken for this project. Quantitative data and statistical forecasts were sourced while the qualitative data was gathered through consultation with industry. Additional information was researched and referenced.

The organisation is one of New Zealand’s Industry Training Organisations (ITOs), representing an industry with approximately 32,000 people. ITOs develop and arrange workplace training for the industry that they represent at certificate and diploma levels. They provide advice on industry training and can tailor training packages to suit company needs.
Industry Training Organisations (ITOs) are recognised by the Associate Minister of Education (Tertiary Education) under the Industry Training Act 1992. They are established by particular industries and are responsible for:
- setting national skill standards for their industry
- providing information and advice to trainees and their employers
- arranging for the delivery of on and off-job training (including developing training packages for employers)
- arranging for the assessment of trainees and
- arranging the monitoring of quality training.
